There were moments of shouting and protest, as well as serious debate, at the last forum before the vote.
With some exceptions, the city’s strategy has been to allow, and sometimes encourage, development in flood-risk areas along with new resiliency measures.
The vote, along with a similar recommendation by Community Board 4 on Tuesday night, provides backing for de Blasio’s fourth neighborhood rezoning.
