Reactions to the news were subdued in City Hall Park Thursday, where the organization VOCAL-NY had gathered to mourn not only Neely, who had been unhoused, but the at least 815 other unhoused New Yorkers who, according to city data, died in the year ending last July.
The mayor defended the move, saying the city had little choice as it struggles to keep up with a ballooning shelter population. But advocates say the change undermines the city’s social safety net and protections to ensure homeless families with children have access to safe conditions.
At a Council hearing, officials said the city has recorded 318,000 “engagements” since February 2022 between street homeless residents and police or outreach workers, including instances where the same individual was contacted multiple times. Of those, 4,600 people have agreed to go into shelter; about 1,300 people remain in those placements.
“Out there you are vulnerable. It’s safer in here behind doors,” Kevin, who declined to provide his last name, told City Limits outside the 30th Street Intake Shelter Thursday. He is among several currently or formerly homeless New Yorkers to empathize this week with the late Jordan Neely.
The Rent Guidelines Board Tuesday voted in favor of rent hikes between 2 to 5 percent for a one-year lease and 4 to 7 percent for two-year leases. A final vote won’t happen until June, but the preliminary numbers have historically set the goalposts: annual adjustments have fallen within these ranges since 2004, when the board began using them.
With six weeks left until the end of the legislative session, Hochul is already looking ahead, insisting that she will work with Senate and Assembly leaders to address New York’s shortage of affordable homes—a conversation that could carry over into next year.
Gov. Hochul’s plan to ramp up construction across the state has emerged as a sticking point in delayed budget talks—making now the time, some lawmakers say, to push for the deal to include renter protections like “good cause” eviction. “You try to resolve some thorny issues within a final budget if you can,” said Manhattan Assemblymember Linda Rosenthal.
“It’s a complicated question,” said Rosalind Black, citywide housing director at Legal Services NY, which aids tenants under the landmark city initiative to provide free representation to low-income New Yorkers facing eviction in housing court. Though the results have been overwhelmingly positive, the program has never been funded to cover every eligible tenant.

“We think we’ve identified over 1,500 421-a buildings that are out of compliance with the rent stabilization laws,” said Aaron Carr, executive director at watchdog group Housing Rights Initiative. “Whether you’re a tenant or a taxpayer you should be up in arms about this.”
