This week saw developments on the local side of the de Blasio housing plan—a vote by the City Planning Commission on rezoning of East New York and a community plan meant to shape the rezoning of East Harlem.
In each case, the neighborhood-level arguments mapped the contentious citywide debate over what kind of affordable housing the city is capable of requiring or providing, and how that offering helps or hurts low-income New Yorkers.
