Nearly 20,000 cases came before immigration courts in New York in fiscal 2014, more than in any other U.S. city. As City Limits’ recent series “On the Border of Justice” revealed, those courts differ in important ways from the courtrooms you see on TV: There is no right to the provision of counsel, rules of evidence are less stringent and mandatory detention is par for the course.
