FYI: The Administration for Children’s Services and the Department of Social Services are standouts in the comptroller’s first monthly report on late contracts from city agencies. From July 2002 to the end of last month, ACS had the second most late contracts of all city agencies: 153, or more than 34 percent of its contracts, totaling $368 million. DSS had fewer late contracts than ACS–136 for $482 million–but they represented more than 95 percent of its contracts. In January, a comptroller’s office and City Council panel suggested forcing agencies to pay interest to vendors that begin work on city projects without payment due to contracting delays. The comptroller’s office announced at the time that it would begin publishing monthly reports highlighting which agencies are the worst offenders. [4/8/03]
