The city pilot program called Promise NYC, which covered up to $700 a week in child care to undocumented children with low-income parents during the second half of 2023, will be continued and expanded in the city’s budget for the upcoming fiscal year, City Limits has learned.
The $10 million program comes as the city looks to provide additional support for tens of thousands of asylum seekers who’ve arrived in the five boroughs in recent months.

The findings, released by anti-poverty nonprofit Robin Hood and Columbia University’s Center on Poverty & Social Policy, examined the impact of the Early Learning Child Care Act, which would institute a payroll tax to fund child care subsidies for families with children under 3 years old.

Candidates for NYC mayor and other posts continued to publish big ideas for the city’s problems, including hunger, transit, gun violence and a pitch for universal childcare for kids as young as one.
“Basically what this tells you is hardship is widespread in New York City, but deeply felt by the people that can least afford to lose income,” says Jennifer March, CCC’s executive director.
