Advocates say the limited enforcement undermines the effectiveness of the city’s own rental assistance vouchers, putting New Yorkers at risk of homelessness or extending the amount of time they remain in shelters even if they have the means to pay.
A federal court approved the terms of a settlement agreement that requires the NYS Board of Elections create a statewide remote mail-in system so that voters who are blind, or have other print disabilities, can read and mark their ballots independently.

The settlement comes as legislators and organizers in New York rally for proposed legislation called Fair Pay for Home Care, which would increase the minimum wage for home healthcare workers by 150 percent.
