Recent clarifications and updates to city funding terms have alleviated some fears among legal service nonprofits while sparking others, as the organizations demand Mayor Eric Adams’ administration stop the contracting process and start over.
In a new state court filing, the Adams administration is requesting authority to suspend the bulk of a 1981 decree that ensures shelter access for single adults.
“It is crucial that Gov. Hochul sign all three bills as soon as possible. The longer the governor delays, the more units will be taken out of New York’s rent stabilization system—and the less affordable New York will become.”

The saga of The Windermere, though unique in many respects, is emblematic of why the city’s need for deeply affordable housing and the interests of many for-profit owners and developers will never fully align.
Securing housing in a city known for sky-high rents is proving difficult for newly arrived immigrants. Of the six people City Limits spoke to about their recent searches, only one was able to find and rent a room; another is paying a coworker to sleep on a sofa, and the rest are staying in overcrowded spaces with friends of friends or acquaintances.
The U.S. Supreme Court on Monday said it will not consider a challenge to rent stabilization from major landlord groups in New York, prompting a sigh of relief among tenants even as they await clarity on two other similar cases still pending.
“I haven’t slept at all, I panic every time it pours hard rain,” one basement tenant in Brooklyn told City Limits after water began to breach her apartment early Friday morning.
