A company launched last year is introducing a new fracking technique that uses carbon dioxide (CO2) instead of water to extract gas from underground—and it hopes to do business in New York. But environmental advocates see the plans as an attempt to circumvent the state’s prohibition on fracking.
Government officials estimate it will cost nearly $44 billion to fulfill the state’s climate law, which aims to stop powering the state with polluting fossil fuels and reduce 85 percent of greenhouse gas emissions below 1990 levels by 2050.
“During times of austerity, there are always some who wish to undermine [Managed Long Term Care (MLTC)] programs. That would be extremely detrimental for tens of thousands of vulnerable New Yorkers.”

While New York has secured eight offshore wind contracts for development, energy experts say not enough investment is being made in the port infrastructure needed to assemble the turbines and deploy them out to sea.

The final rules for Local Law 97 give property owners until 2026 to avoid penalties, as long as they demonstrate “good faith efforts” to decarbonize their buildings—an extension that’s rankled some environmental groups, who say the threat of climate change demands more urgent action.
